James McIntyre

James McIntyre was a lieutenant of Jimmy Carter when he was governor of Georgia, serving as his Director of the Office of Planning and Budget. In 1977, Carter appointed McIntyre as his second Director of the White House Office of Management and Budget, a position that he held through the rest of Carter's presidency.

In this interview, Mr. McIntyre discusses the tumultuous economic history during the Carter years and the fiscal policies devised to combat problems such as runaway inflation. McIntyre also discusses the relationship between the OMB and Congress, and the White House and the Federal Reserve, including the appointment of Paul Volcker in 1979 to head the bank.
