William G. Hoagland

Bill Hoagland was hired as one of the first employees by Alice Rivlin in 1975 of the Congressional Budget Office, where he worked on issues related to agriculture. In 1982 he was hired into a staff position on the Senate Budget Committee, working for Republican Senator Lawton Chiles. By 1986 he was named staff director under Republican Senator Peter Domenici; he held that position until 2003.

In this interview, Mr. Hoagland discusses his years working for the Senate Budget Committee, with particular focus on key budget negotiations and budget-related legislation from Gramm-Rudman-Hollings (1985) to the Jobs and Growth Tax Relief Act (2003).
