John Hilley

John Hilley earned his Ph.D. economics and then went to work for the Congressional Budget Office in 1983 before joining the Senate Budget Committee. After working in the office of the Senate Democratic Majority Leader, Hilley became President Clinton’s director of legislative affairs from 1996 through 1998.

In this interview, Dr. Hilley discusses federal budgeting and, in particular, the negotiations leading up to the 1997 Balanced Budget Act and Taxpayer Relief Act.
