Joseph Minarik earned his Ph.D. in economics from Yale University. After graduating, he held a fellowship at the Brookings Institution where he worked on tax reform, in the process contributing ideas to the 1986 Tax Reform Act. He served as chief economist for the House Budget Committee (1991-1992) before joining the Office of Management and Budget in 1993 as chief economist, a position he held for the entirety of President Clinton’s two-terms. Minarik returned to work for the House Budget Committee in 2001.
In this interview, Dr. Minarik discusses federal budgeting with a focus on taxation and revenues from both the legislative and executive sides of the process.
